Nunyaa - the Met police who were in charge of a major review for the HO of CCTV made their report earlier this year. The senior officer said that the use of CCTV is 'a fiasco' - only 3% of all convictions are obtained by CCTV evidence. It has all been, the report indicates, a terribly expensive waste of money (ours), time and effort (paid for by us), lives (ours) and so on.

The police launched into all this whizzy new teck helped by highly paid consultants who didn't stay around long enough to train operatives etc.
The other thing is that is is ENORMOUSLY time-consuming to review CCTV footage. I've done it - endlessly - in pursuit of my stalker/harasser. It is utterly boring and yet you have to be hyperalert in case you miss anything.
The police DO NOT review CCTV footage. They don't have the time, inclination or technical know-how. Victims of crime are given that odious task more often than not. Even when you come up with something on tape it's not good enough for a prosecution (or the police can't be bothered to send it to tech dept for enhancement etc etc). You can see that this is far from ideal on so many levels.
I believe it's accepted widely, if tacitly, now by the police etc that the main value in CCTV is possible deterrence value. But as offenders have got wise to the flaws (see above!) they are flouting CCTVs all the time. CCTV's a false comfort, I'm afraid.
I do beg your pardon for acronym. D/L = download. I had a thought immediately for a banner -I can see '1984 was not meant to be an instruction manual!' emblazoned pointedly across it!

Would rather have this surveillance to catch these idiots than not have it .
